How to file an application?
An application can be submitted in the following ways:
- Through the Chancellor of Justice’s website;
- By sending an email, audio, or video file (in MP3 or MP4 format) titled “Application to the Chancellor of Justice” to the email address [email protected];
- By postal mail to the contact details of the Office of the Chancellor of Justice;
- By calling the Chancellor of Justice’s adviser at (+372) 693 8404;
- In person at the Office of the Chancellor of Justice on weekdays between 9:00 and 17:00.
An application must include:
- First name and surname of the applicant or the name of the legal person;
- Contact information of the applicant;
- Description of the problem.
An adviser to the Chancellor of Justice will help to formalize the application. To clarify the reasons for your application, we advise you to come to the reception of persons.
To verify conformity with the Constitution and the law of the legislation of general application:
- Specify the title and provision of the legislative act whose compliance with the Constitution and laws you wish to have checked;
- Describe the nature of the conflict between the provision and the Constitution and laws;
- Indicate whether you have addressed the same issue to another authority, and if so, what the outcome was;
- Clearly and precisely explain the nature of the violation;
- If possible, attach relevant correspondence with the respective authority and any other documents that could clarify the legal violation.
Please note that the Chancellor of Justice does not analyse general requests to review legislative acts. We expect applications that describe, with the support of these explanations, which parts you believe are not in compliance with the Constitution and laws.
Application for supervision of activities of an authority:
- Explain the nature of the violation clearly and precisely;
- If possible, add related correspondence with this authority and other documentation that would explain the violation.
