Chancellor of Justice

The Chancellor of Justice is an independent constitutional institution. The institution of the Chancellor of Justice is not part of the legislative, executive or judicial branch; it is neither a political body nor a law enforcement authority. The Chancellor of Justice is appointed to office by the Riigikogu on the proposal of the President of the Republic for a term of seven years.

On 2 September 2026, in the first round of the presidential election, the Riigikogu elected the then Chancellor of Justice, Ülle Madise, as President of the Republic of Estonia. She took the oath of office on 12 October and assumed the office of president on the same day. Madise had served as Chancellor of Justice since 2015.

Until the appointment of a new Chancellor of Justice, the duties of the Chancellor of Justice will be performed by the Deputy Chancellor of Justice and Director of the Office, Olari Koppel.
