    Constitutional review

    The Chancellor of Justice verifies that laws, regulations and other legislations of general application are in conformity with the Constitution and other laws.

    Protection of fundamental rights

    The Chancellor of Justice ensures that authorities and officials performing public duties would not violate people’s constitutional rights and freedoms, laws and other legislations of general application, and the practice of good administration.

    Protection of the rights of children and youth

    The Chancellor of Justice performs the functions of the Ombudsman for Children. The Ombudsman for Children protects the rights of children and youngsters when they interact with executors of state power.

    Rights of persons with disabilities

    The Chancellor of Justice ensures that all disabled persons are able to exercise their fundamental rights and freedoms on equal grounds with other persons.

    Prevention of ill-treatment

    No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment. As the National Preventive Mechanism in Estonia, the Chancellor of Justice regularly carries out inspection visits of the places of detention.

    NHRI

    The Chancellor of Justice is the national human rights institution (NHRI) in Estonia.

    Other duties

    Submission of an opinion to the Supreme Court in constitutional review proceedings, initiating a disciplinary proceeding against a judge, solving discrimination disputes, etc.
